Dryden and Danica took turns with the story—everything from her attempted abduction outside the supermarket to the arrival of the FBI agents on the wooded slope. They finished as the chopper slowed to a hover above the airfield: a desolate strip just beyond the northernmost suburbs of Phoenix, surrounded by industrial parks and black desert hills. Dryden could see the plane already waiting—a light business jet parked right at the runway threshold, its strobes flashing and its door open.

They set down thirty yards from the plane, got out and ran for it, and two minutes later they were in the air again, banking and climbing, the enormous sodium-orange sprawl of Phoenix sliding by outside. The plane settled into its northeast heading, out over the desert, and Grace began his story.

It started four years back, with the emergence of a new arms dealer on the global stage. A very smart arms dealer, who was uncannily good at staying invisible. He—assuming it was a he—seemed to know every trick the FBI and other agencies had at their disposal. Like a mouse that knew how to spring traps.

So far, the Bureau had never picked up a single useful fact about him: age, description, nationality, accent—anything. There was nothing on which to base even a nickname, so he never got one—agents just referred to him by his investigation handle, Whiskey Four; he was the fourth manhunt assigned to Task Force Whiskey at Quantico. After a while, the handle itself became a kind of nickname for the guy—everyone just called him Whiskey.

The only evidence that he existed at all was the merchandise he sold; for four years now, all over the world, government raids of terror cells and crime syndicates had been finding the shit, and it wasn’t garden-variety—the guy wasn’t selling Kalashnikovs or cheap knockoffs of Stinger missiles. No, Whiskey was selling classified U.S. military hardware, some of which had never actually been deployed in the field. In a few cases, the stuff had never even been approved for production beyond a few prototypes, which should have been kept under lockdown at secure R & D sites.

How the guy was getting his hands on that kind of stuff, nobody knew. He had to be cutting deals with insiders, manipulating them with carrots and sticks. But if he could do that, it meant he knew his way around the inner workings of the military, just as he did with the FBI.

When that fact became apparent, the hunt for Whiskey Four got shifted into the highest possible gear. Congressional committees met with high level FBI and CIA people behind closed doors, and cut them blank checks with a single, wire-taut string attached: find him and stop him, right fucking now; if the rules get in your way, let us know and we’ll bend them around you.

None of it helped. The money and the blanket-approval made no difference at all. There were simply no tracks in the soil. Whiskey was a ghost—the rumor of a ghost—and in the past four years, the picture of him had become no clearer.
